Our experience, from the mid-90s when a client chose S1000D, has been that the standard can viewed from two sides:
1. From the delivery side, it is very powerful and flexible because it records data in small, interconnected modules for easy collection to meet different needs.

2. From the creation side, it can be daunting and complex for exactly the same reason. For the author and manager, all of those data modules can create a level of physical and intellectual complexity that materailly reduces productivity and accuracy, leading to higher costs and slower adoption. Content management systems are moving to address the physical complexity but often fail to address the intellectual complexity with which authors must deal.

Our client, a major international aerospace firm with presence in both commercial and military worlds, looked closely at this situation and developed (with our help) a series of editorial tools to aid in minimizing complexity on the creation side.

Having watched this development, I think that S1000D will come into its full and mature usage as the industry agrees on approaches and tools to address this complxity on the creation side.
